I WANNA WARMLY WELCOME ALL OF OUR MEMBERS, DISTRICT STAFF, AND MEMBERS OF THE PUBLIC TO OUR FIRST MEETING OF 2026.

MEMORANDUM OF UNDERSTANDING STATES THAT THE COMMITTEE HAS A SHARED VISION WITH THE DISTRICT IN BUILDING, MODERNIZING, AND MAINTAINING SCHOOLS THAT PROMOTE THE FULL DEVELOPMENT OF THE CHILD ARE EDUCATIONALLY AND ENVIRONMENTALLY SOUND, ENHANCE THEIR NEIGHBORHOODS THROUGH DESIGN AND PROGRAMMING AS CENTERS OF COMMUNITY, AND REFLECT THE WHYS AND EFFICIENT USE OF LIMITED LAND.

THE MOU ALSO STATES THAT THE BOC HAS THE RESPONSIBILITY TO RECOMMEND AGAINST THE EXPENDITURE OF BOND FUNDS WHEN THE DISTRICT DOES NOT PROVIDE ADEQUATE INFORMATION FOR EFFECTIVE OVERSIGHT OR WHEN A PROJECT OR PROGRAM APPEARS TO BE IMPERMISSIBLE OR IMPRUDENT.

UH, MY NAME IS MONICA CARLOS.

I AM A MULTI-GENERATIONAL ANGELENO, AN URBAN PLANNER BY TRADE.

UM, I HAVE EXTENSIVE EXPERIENCE AS A PROJECT MANAGER WORKING IN THE BUILT ENVIRONMENT AND IN COMMUNITIES THROUGHOUT LOS ANGELES.

I'M A PARENT OF TWO L-A-U-S-D STUDENTS.

ONE JUST STARTED MIDDLE SCHOOL AND THE OTHER IS A JUNIOR IN HIGH SCHOOL.

UM, I'M PROUD TO BE A PARENT OF IN PUBLIC EDUCATION.

UM, IT'S, IT'S AN HONOR TO HAVE THAT BE AN OPPORTUNITY FOR OUR CHILDREN.

UM, MY JOURNEY AS AN L-A-U-S-D PARENT STARTED IN 2014, AND IN THESE YEARS I HAVE WITNESSED FACILITIES AND CONSTRUCTION PROJECTS AT BOTH CAMPUSES WHERE MY CHILDREN HAVE BEEN ENROLLED.

UM, FOR ME ON A PERSONAL LEVEL, COMMUNITY CENTER DESIGN AND AUTHENTIC ENGAGEMENT WITH COMMUNITY STAKEHOLDERS IS REALLY IMPORTANT TO ME.

AND, UM, ALSO THE ACCOUNTABILITY WHEN IT COMES TO PUBLIC INVESTMENTS, I, I FEEL IS CRITICAL.

SO I LOOK FORWARD TO WORKING WITH ALL OF YOU AND, AND LEARNING FROM YOU AS WELL.

AND I HAVE TO TELL YOU, IT WAS SUCH A, A WONDERFUL EXPERIENCE TO, TO GET, TO TOUCH, FEEL, AND EXPERIENCE THE STUDENTS BENEFITING FROM THE PROJECTS THAT THE BOND GOES TO PROVIDING, AND THEN ALSO GETTING TO HEAR FROM FACULTY AND PARENTS AS WELL.

UM, THE PRINCIPAL WHO I BELIEVE HAD INVESTED, I THINK 15 YEARS OF HER CAREER AT THAT PARTICULAR SITE, DID A WONDERFUL JOB AT MAKING EVERYONE FEEL REALLY WELCOME.

SO, UM, I REALLY APPRECIATE THE OPPORTUNITY TO HAVE GONE AND REPRESENTED, UM, THIS, THIS, UM, BODY.

YEAH, IT IS POWERFUL TO BE ABLE TO ACTUALLY PUT EYES ON THE PROJECTS AS THEY ARE, ARE BEING COMPLETED AND COME TO FRUITION THAT THE, THE BOC HAS CONSIDERED FROM INCEPTION AT THE DECEMBER BOC MEETING.

BOC AND EXECUTIVE COMMITTEE MEMBER PATRICK MCFARLAND REQUESTED A BRIEFING TO THE BOND OVERSIGHT COMMITTEE REGARDING THE DISTRICT'S PLAN FOR COORDINATING WITH LA 28.

UH, HE CORRECTLY DESCRIBED THIS AS A GENERAL GENERATIONAL OPPORTUNITY TO CONNECT AND PROVIDE SUPPORT AND RESOURCES TO LOCAL COMMUNITIES IN RESPONSE TO THE REQUEST TO BOC STAFF.

DISTRICT STAFF STATED THEY'RE STILL ASSESSING THE DISTRICT'S POTENTIAL INVOLVEMENT AND PARTICIPATION ONCE THE ASSESSMENT IS COMPLETE AND THE BOARD OF ED HAS BEEN BRIEFED.

DISTRICT STAFF INDICATED THAT THEY COULD THEN PROVIDE AN UPDATE TO THE BOC.

SO, UH, WE'LL CONTINUE TO FOLLOW THAT AND, AND LOOK FORWARD TO IT.

THE, UH, TIMING AND AVAILABILITY OF SPEAKERS FOR A COUPLE OF THE ITEMS, WE'RE GOING TO, UH, TAKE ITEM FIVE OUT OF ORDER.

UH, SO IF THE PRESENTER FOR ITEM FIVE, I BELIEVE THAT'S MR. CHO IS AVAILABLE, UH, WE CAN BRING UP ITEM FIVE.

THIS IS TWO CRITICAL REPLACEMENT AND UPGRADE PROJECTS OF SCHOOL BUILDING AND SITE SYSTEMS. AND THANK YOU MR. CHO IN ADVANCE FOR YOUR FLEXIBILITY.

I JUST CAN'T BELIEVE WE'RE AT THE END OF JANUARY ALREADY.

CRAZY.

SO WE HAVE TWO CRITICAL REPLACEMENTS AND UPGRADES PROJECTS.

THE FIRST ONE IS AT VIRGIL MIDDLE SCHOOL, WE ARE CONVERTING THE EXISTING SYNTHETIC TURF TO NATURAL TURF.

YES.

SECOND ITEM IS A TI EDUCATION COMPLEX.

WE ARE REPLACING THE SYNTHETIC TRACT LIKE FOR LIKE WITH A SYNTHETIC TRACT.

SO WE HAVE SLIDES FOR EACH PROJECT.

LAST NOVEMBER, IF YOU RECALL, THE BOARD ADAPTED A RESOLUTION TITLED RESILIENT SCHOOLS EXTREME HEAT MITIGATION AND DISASTER PREPAREDNESS.

ONE OF THE KEY REQUIREMENTS OF THAT RESOLUTION IS THAT SYNTHETIC TURF IS NOT PERMITTED NO LONGER PERMITTED AT ANY EEC PRIMARY CENTERS, ELEMENTARY SCHOOLS AND MIDDLE SCHOOLS.

VIRGIN MIDDLE SCHOOL BEING A MIDDLE SCHOOL, UH, FALLS UNDER THAT CATEGORY.

CONVERTING THE EXISTING FIELD TO NATURAL TURF IS FULLY CONSISTENT WITH THE BOARD'S DIRECTION AND POLICY.

VIRGIN MIDDLE SCHOOL, UH, ORIGINALLY OPENED IN 1924 AND THE EXISTING SYNTHETIC TURF FIELD IS OVER 17 YEARS OLD.

THIS PROJECT WILL REPLACE APPROXIMATELY 15,000, 51,000 SQUARE FEET, ESSENTIALLY THE ENTIRE FIELD.

THE SCOPE INCLUDES REMOVAL OF THE EXISTING SYNTHETIC TURF, DEMOLITION OF THE UNDERLYING, UNDERLYING SUBLAYERS INSTALLATION OF NEW SOIL AND MODERN DRAINAGE SYSTEM, RECOMP, COMPACTION, IRRIGATION, AND REGRADING.

THIS IS A DSA PROJECT AND REQUIRES A FULL DESIGN PROCESS.

THE TOTAL PROJECT BUDGET IS LITTLE OVER $4.6 MILLION AND WILL COMPLETE THIS IN THE QUARTER FOUR OF 2028 FOR COST COMPARISON.

IF WE ARE TO INSTALL SYNTHETIC TURF COMPARED TO NATURAL TURF BASED ON THE PREVIOUS PROJECTS AND, UH, RECENT MARKET, THIS PROJECT WILL EXCEED $6 MILLION IF WE ARE TO INSTALL SYNTHETIC TURF.

WE ALSO HELD A COMMUNITY MEETING LAST WEEK WITH THE SCHOOL AND PARENTS, AND WE RECEIVED THE POSITIVE FEEDBACK AND THIS PROJECT WAS WELL RECEIVED BY THE COMMUNITY.

SANTI SANT EDUCATION COMPLEX OPENED IN 2004 AND THE EXISTING RUNNING TRACK WAS CONSTRUCTED AT THE SAME TIME.

THEY HAVE A FOOTBALL FIELD IN THE MIDDLE THAT IS UNNATURAL GRASS.

WE DON'T NEED TO TOUCH ON THAT GRASS AT THIS TIME.

PROJECT WILL REPLACE THE ENTIRE TRACK SYSTEM, INCLUDING THE RUNNING TRACK, AS WELL AS ALL ASSOCIATED, UH, FIELD EVENT AREAS.

HIGH JUMP, LONG JUMP, TRIPLE JUMP AND POLE VAULT AREA.

THIS

IS A, AGAIN, DSA REGULATED PROJECT AND WILL REQUIRE FULL DESIGN PROCESS FOR COMPLIANCE, SAFETY, AND ACCESSIBILITY.

THE TOTAL PROJECT COST IS JUST OVER $6.6 MILLION AND WE WILL COMPLETE THIS PROJECT IN QUARTER FOUR OF 2028.

UM, AND WHAT IS THE RATIONALE FOR NOT INCLUDING HIGH SCHOOLS IN THAT? HIGH SCHOOL IS LITTLE DIFFERENT.

UH, HIGH SCHOOL PLAYS A COMPETITIVE SPORTS THAT REQUIRES FREQUENT USE OF FIELD.

SO THERE'S A DEBATE, THERE'S PROS AND CONS, UH, BETWEEN NATURAL TURF AND SYNTHETIC TURF.

UM, SO SYNTHETIC TURF ALLOWS MORE, BEATING MORE PRACTICE THROUGHOUT THE YEAR, ENTIRE THROUGHOUT THE YEAR.

AND NATURAL GRASS CANNOT.

SO SINCE THE DEMAND FOR THE SPORTS, UH, IS VERY HIGH FOR HIGH SCHOOLS FOR THE CIF GAME AND ALL THE COMPETITION, SYNTHETIC TURF IS STILL FAVORED BY ATHLETIC DIRECTORS AND THE PEOPLE.

SO THAT DECISION HAS NOT BEEN MADE.

SO THIS ONE ONLY GOES TO THE MIDDLE SCHOOL AND NOT INCLUDING HIGH SCHOOL.

WE DO HAVE PENDING SYNTHETIC TURF REPLACEMENT PROJECTS FOR HIGH SCHOOL.

THERE ARE FIVE THAT WE REALLY WANTED TO TAKE CARE OF 'EM RIGHT NOW 'CAUSE PEOPLE CANNOT PRACTICE 'CAUSE OF THE CONDITION.

BUT THEY ARE ON HOLD.

UH, THEY'RE WAITING FOR THE STUDY THAT'S GONNA COME OUT IN THE SPRING OR SUMMER AND BOARD WILL MAKE FURTHER THE DECISION.

AND IS THIS THE STUDY FROM THE ESO STUDY? FROM THE ESO? OKAY, I'M, LET ME MAKE THE QUESTION.

UH, THAT'S THE STUDY FROM FACILITIES.

BOTH DG AND SYNTHETIC TRACK HAS PROS AND CONS.

SO LIKE, WHAT'S SORT OF HAPPENING ON A DAY-TO-DAY BASIS THERE? AND THEN AS YOU TALK ABOUT THE ONES THAT ARE PLANNED FOR THE HIGH SCHOOLS THAT MAY NEED TO BE REPLACED FOR COMPETITION, ARE THOSE REPLACED ON A PARTICULAR CYCLE? 'CAUSE IT'S, LIKE YOU SAID, THIS WAS VIRGIL 17 YEARS, IT WOULD SEEM LIKE IF THE ONE OF THOSE FIELDS WERE TO GO TO 17, IT WOULD LOOK PRETTY SIMILAR.

SO IS THERE A PLAN, LIKE A SPECIFIC TIMELINE FOR THOSE REPLACEMENTS? VERY GOOD QUESTION, MR. MCFARLAND.

UM, TO ANSWER YOUR FIRST QUESTION, THE LIFECYCLE SYNTHETIC TRACK, THEIR LIFECYCLE CAN GO UP TO 20 YEARS.

BUT MY WASHING MACHINE IS 15 YEARS OLD AND IS STILL RUNNING.

SO JUST AS A RECAP, UM, WHEN YOU LOOK AT THE TOTAL AMOUNT OF PROJECTS THAT ARE CURRENTLY UNDERWAY, THESE ARE ALL THE PROJECTS THAT HAVE GONE TO BOTH THE BOC AND THE BOARD.

WE HAVE ALMOST 1,938 ACTIVE PROJECTS VALUED AT 9.5 BILLION.

OUR PLAYGROUND CAMPUS AND EXTERIOR UPGRADE PROJECTS.

UM, PALISADES CHARTER HIGH SCHOOL, WHICH RETURN TO CLASS ON TUESDAY.

WE HAVE A PHASE ONE PLAN, WHICH ALLOWED THEM TO RETURN IN PORTABLES.

ABOUT 30 CLASSROOMS WERE DESTROYED IN THE FIRES.

WE REPLACED 30 PORTABLE CLASSROOMS. THAT AREA THAT SHOWS PERMANENT BUILDING, PHASE TWO, THAT WAS WHERE PRIMARILY ALL OF THE FIRE DAMAGE WAS.

THAT IS NOW, UM, AN EMPTY FIELD.

AND THEN WE DID EXTENSIVE REMEDIATION IN THE EXISTING BUILDINGS THAT THOUGH THEY WEREN'T, UM, DIRECTLY DAMAGED BY THE FIRE, WE'VE LEARNED THAT A LOT OF REMEDIATION IS REQUIRED TO MAKE THOSE BUILDINGS SAFE AGAIN.

AND THAT WAS ABOUT A YEAR LEFT, A YEAR'S EFFORT OF CLEANING THE HVAC TESTING, WATER QUALITY TESTING, UM, GAS LINE PRESSURE TESTING, AND THOSE ALL PASSED OUR ENVIRONMENTAL HEALTH AND SAFETY CLEARANCE, AS WELL AS OTHER REGULATORY REQUIREMENTS TO BE SAFE FOR OCCUPANCY.

SO PARALLEL TO THAT, WE ALSO HAVE THE PERMANENT RECONSTRUCTION.

UM, I'LL GO BACK.

THE PORTABLES ARE, WERE PLACED IN THE BASEBALL FIELD, SO WE NEED TO BUILD A PERMANENT BUILDING, TAKE THOSE PORTABLES OFF AND REPLACE THE BASEBALL FIELD.

SO IN THAT SECTION ZERO ONE AND ZERO TWO, WE'RE DEVELOPING A NEW CLASSROOM BUILDING.

ALSO SOME ANCILLARY FIELD BUILDINGS THAT WERE DAMAGED, DESTROYED IN THE FIRES.

WHEN THOSE ARE DONE, WE'LL BE ABLE TO RESTORE THE NEW BASEBALL FIELD.

AND THIS IS WHAT THE FINAL, UH, MASTER PLAN WILL LOOK LIKE WITH THE BASEBALL FIELDS IN THE NEW CLASSROOM BUILDING.

SO UNLIKE PALISADES, WHERE WE'RE MEDIATING IN EXISTING BUILDINGS, THIS ONE, IT WAS A COMPLETE TEAR DOWN.

ALSO HAS TWO PHASES.

THIS IS A VERY LARGE SITE FOR AN ELEMENTARY SCHOOL.

SO WE WERE ABLE TO PUT IN PHASE ONE PORTABLES, WHICH IS WHERE YOU SEE, ACTUALLY THAT IS WHERE THE PORTABLES ARE NOW.

THIS SCHOOL WAS ABLE TO RETURN IN THOSE PORTABLES IN SEPTEMBER.

UM, AND THEN WE ARE GOING TO BE REBUILDING THE PHASE TWO PERMANENT BUILDINGS IN THAT SEPARATE AREA.

IT'S KIND OF A TIERED SITE.

AND THEN WE'LL REMOVE THE PORTABLES AND RESTORE THE PLAY SPACE.

SO THIS SCHOOL REMAINS AT BRENTWOOD SCIENCE MAGNET.

WE ARE GOING TO DO REPAIRS AND UPGRADES TO THE EXISTING BUILDINGS, SIMILAR TO WHAT WE DID AT PALISADES HIGH SCHOOL, MAKING SURE THEY'RE SAFE FOR OCCUPANCY.

AND THEN WE ARE GOING TO BE ADDING NEW BUILDINGS.

UM, THE SITE PLAN IS FLIPPED, SO THAT MIGHT BE CONFUSING, BUT THIS IS WHERE YOU'LL SEE THE WHITE, UM, ROOFTOPS ARE WHERE THE NEW BUILDINGS ARE GONNA BE.

THE BROWN IS THE OLD HISTORICAL, UM, PORTIONS OF THE CAMPUS THAT WERE NOT DESTROYED IN THE FIRE.

AND THEN THIS IS SOME RENDERINGS OF WHAT THESE LOOK LIKE.

AND THEN THE NEXT ONE, THERE WAS A QUICK VIDEO THAT THE DISTRICT'S KLCS PUT TOGETHER.

UM, JUST ACKNOWLEDGING ALL OF THE SUPPORT THAT WE RECEIVED FROM OUR SISTER AGENCIES AT THE FEDERAL LEVEL.

FEMA, THE ARMY CORPS OF ENGINEER WHO CLEARED THE SITES STATE COUNTY AS WELL AS PHILANTHROPIC.

SO I THOUGHT I'D JUST PLAY YOU, UM, THIS QUICK VIDEO.

OH, BEFORE I GET TO THE VIDEO, NEXT STEPS.

SO I KNOW THERE'S BEEN INTEREST BY THE BOC ON HOW ARE THESE PROJECTS BEING PAID? THEY'RE BEING FRONT FUNDED BY THE BOND.

WE DID BRING THAT TO THE BOND AND TO THE BOARD APPROXIMATELY OVER $600 MILLION.

UM, WE WILL BE REIMBURSED BOTH BY OUR INSURANCE.

FORTUNATELY, THE DISTRICT DID HAVE INSURANCE.

UM, OUR COVERAGE IS $500 MILLION AS WELL AS BY FEMA.

UM, SO WE ESTIMATE THAT THE TOTAL LOSSES ARE GONNA EXCEED, EXCEED OUR INSURANCE COVERAGE OF $500 MILLION.

FEMA PAYS FOR WHATEVER IS NOT COVERED BY INSURANCE.

SO WE EXPECT THAT MAJORITY OF THIS WILL BE INSURANCE.

AND THEN, UM, THE REST WILL BE REMAINED, REMAINDER WILL BE BY FEMA.

IT'S IMPORTANT TO NOTE THAT INSURANCE AND FEMA WILL BASE THEIR REIMBURSEMENTS ON LIKE KIND REBUILD.

SO YOU'VE PROBABLY HEARD THOSE OF YOU WHO HAVE, UM, READ ABOUT THE HOMEOWNERS WHOSE HOMES WERE DESTROYED, THAT'S THE SAME TYPE OF, UM, APPLICATION.

THEY WILL ONLY REIMBURSE YOU FOR WHAT YOU HAD BEFORE, UM, TO REBUILD WHAT YOU HAVE UP TO CURRENT CODE.

SO FOR EXAMPLE, AT MARQUEZ, THAT BILL, THAT CAMPUS WAS MOSTLY PORTABLES.

THEY'LL REIMBURSE US IF WE WERE TO REBUILD THAT CAMPUS IN PORTABLES UP TO CODE.

THEY WILL NOT NECESSARILY REBUILD RE REIMBURSE US FOR THE FULL COST OF THESE PROJECTS.

UM, WE HAVE RECEIVED APPROXIMATELY A HUNDRED MILLION DOLLARS IN INSURANCE PROCEEDS.

WE'RE WORKING WITH OUR COUNTERPARTS TO DETERMINE THE POLICY OF HOW THAT'S GONNA BE DISTRIBUTED, BOTH FOR OUR PROJECTS, BUT AS WELL AS OTHER DISTRICT EXPENSES THAT SHOULD BE COVERED BY INSURANCE.

JUST AFTER THE FIRES.

FOR EXAMPLE, WE HAD OTHER SCHOOLS WHERE WE HAD TO TOSS OUT FOOD, WHERE WE HAD TO BRING IN, UM, PORTER PORTABLE AIR FILTERS WHERE WE HAD TO BUS CAMPUSES STUDENTS TO OTHER CAMPUSES.

SO WE NEED TO MAKE SURE THAT WE'RE ATTRIBUTING ALL OF OUR DISTRICT EXPENSES TO INSURANCE AS WELL AS FEMA.

UM, THESE DISBURSEMENTS MOST LIKELY, UM, WILL OCCUR IN 2027 AND BEYOND.

UM, AND WE DO KNOW THAT FEMA APPLICATION DOES TAKE A WHILE.

WE HAVE TO SPEND MONEY TO GET MONEY.

UM, ALL OF OUR PROJECTS, WE HAVE NO ISSUE, UM, ON OUR CASH FLOW AND WE'RE IN THE STAGES WHERE WE'RE USING THE LEAST AMOUNT OF FUNDS IN THE DESIGN PERIOD.

ONCE WE START TO BID THESE PROJECTS AND START CONSTRUCTION IS WHEN WE'LL ACTUALLY EXPEND UM, LARGER AMOUNTS UPCOMING PROJECT MILESTONES.

WE ARE ON AN ACCELERATED SCHEDULE FOR THESE PROJECTS DUE TO, IN PART BECAUSE THE DEPARTMENT OF STATE ARCHITECTS HAS AGREED TO, UM, EXPEDITE THEIR REVIEW OF THESE.

AND WE ALSO GOT CERTAIN WAIVERS FROM CQA, UM, COASTAL COMMISSION.

SO WE ARE COMPLETING THE CONSTRUCTION DOCUMENTS.

WE PLAN TO SUBMIT TO DSA IN THE SPRING.

THEY'RE GOING TO TURN IT AROUND BY THE FALL AND WE'LL BE BIDDING THESE PROJECTS IN THE WINTER OF 2026.

UM, DO WE HAVE ANY SENSE OF WHAT PERCENTAGE OF THE, THOSE PROJECT COSTS ARE GONNA BE COVERED BY INSURANCE AND FEMA? WE DON'T AT THIS TIME.

UM, I THINK WE WILL, THAT IS PROBABLY GONNA BE A MULTI-YEAR PROCESS.

UM, WE'RE CONFIDENT THAT, YOU KNOW, GIVEN THAT WE HAD INSURANCE OF UP TO 500 MILLION AND THEN FEMA WILL COVER, UM, COSTS AFTER THAT, THAT WE'LL BE ABLE TO REACH A SIZABLE AMOUNT.

BUT REALLY UNTIL WE GET THE FINAL APPLICATIONS AND WE KNOW WHAT THE FINAL COSTS ARE, WHICH WE'LL HAVE A BETTER SENSE WHEN WE GO OUT TO BID, UM, WE PROBABLY ARE HOPEFUL THAT IT'LL BE CLOSE TO AND AS THE YEARS GO ON, WE'LL BE ABLE TO BE MORE AND MORE KIND OF TRUE UP WHAT THAT GAP IS.

YEAH.

AND THEN MY SECOND QUESTION, AND THEN KIND OF GO BACK TO YOUR FIRST SLIDE MM-HMM .

UM, THE, THE PIE CHART YOU SHOWED, I I JUST, I NOTICED YOU HAD 706 PROJECTS IN PRE-CONSTRUCTION VALUED AT 4.7 BILLION.

UM, AND THEN UNDER CONSTRUCTION 232 PROJECTS OF 4.8 BILLION.

SO OBVIOUSLY THERE'S A BIG WIDE DIFFERENCE IN THE AMOUNT OF PROJECTS.

IS THAT BECAUSE THE PROJECTS IN PRE-CONSTRUCTION OR SMALLER PROJECTS OR THE ONES IN UNDER CONSTRUCTION OR LARGER PROJECTS? OR IS THAT BECAUSE OF CHANGE ORDERS? UM, IT IS NOT BECAUSE OF CHANGE ORDERS.

IT'S BOTH OF YOUR FIRST TWO POINTS.

SO UNDER CONSTRUCTION, WE HAVE ALMOST ALL OF OUR COMPREHENSIVE MODERNIZATIONS, MAJOR MODERNIZATIONS ARE UNDER CONSTRUCTION, WHICH ARE OUR LARGE PROJECTS.

UM, I THINK WE BROUGHT BEFORE YOU HAMILTON, WHICH IS, YOU KNOW, OUR LARGEST PROJECT AT 400 MILLION.

UM, LINCOLN ROOSEVELT, THOSE ARE OUR LARGEST PROJECTS AND THEY ALL HAPPEN TO BE UNDER CONSTRUCTION AT THIS TIME.

SOME OF 'EM HAVE BEEN UNDER CONSTRUCTION FOR FIVE OR SIX YEARS, OTHERS HAVE JUST STARTED.

BUT BECAUSE WE'RE AGGREGATING EVERYTHING ACTIVELY UNDER CONSTRUCTION, THEY'RE ALL COMING AND SHOWING UP UNDER THE SAME TIME.

THAT NUMBER IS GONNA GO DOWN SUBSTANTIALLY EVEN THOUGH WE MIGHT HAVE THE SAME AMOUNT OF, LET'S SAY, PROJECTS COMING OVER, BUT THEY JUST AREN'T THAT SCALE AND THAT SIZE OF PROJECT.

SO YES, WE HAVE MORE PROJECTS THAT ARE IN HIGHER VALUE, I'M SORRY, LESS PROJECTS WITH HIGHER VALUE UNDER THE, UNDER CONSTRUCTION.

AND IN PRE-CONSTRUCTION WE HAVE SMALLER PROJECTS, BUT MORE OF THEM NOW.

DOES, DOES THAT MEAN THAT, UH, THAT WE'RE TAKING ON LESS COMPREHENSIVE MODERNIZATION PROJECTS THESE DAYS? WE ARE, UM, THE DISTRICT IN ITS, I CALL IT WE HAD DIFFERENT PHASES OF, UM, MODERNIZATION PROJECTS.

PROBABLY STARTING ABOUT 15 YEARS AGO, 12 YEARS AGO, WE DID THE FIRST

COMPREHENSIVE MODERNIZATION PROJECTS.

THIS IS WHEN THE DISTRICT, UM, HAD KIND OF PHASED OUT FROM BUILDING NEW SCHOOLS TO LOOKING AT OUR LEGACY CAMPUSES AND THE WORK THAT NEEDED TO BE DONE THERE.

UM, WE'VE SINCE DONE KIND OF THREE ITERATIONS OF COMPREHENSIVE MODERNIZATIONS.

WE DID ROUND ONE OF COMP MODS, WHICH I THINK WAS 11 PROJECTS, THEN WE HAD SEVEN PROJECTS OF COMP MODS VERSION 2.0.

THEN WE HAD MAJOR MODS AND WE'RE GONNA SHIFT INTO SEISMIC MODS.

SO THERE WERE A LOT OF LESSONS LEARNED BETWEEN KIND OF THESE PHASES.

THE BIGGEST LESSON IS, IS THAT WE TOOK OFF PROBABLY TWO.

WE BIT TOO MUCH OFF AT THESE LEGACY PROJECTS.

UM, BUT THEY WERE ALSO, THE NATURE OF THESE PROJECTS WERE WE WENT TO SCHOOLS THAT WERE HISTORIC, HAD HIS SEISMICALLY, VULNERABLE, HISTORIC BUILDINGS, AND THEN WE RETROFITTED THEM AND IT WAS THE RIGHT DECISION TO MAKE.

WE TOOK THE REASON WHY THEY WERE SO EXPENSIVE IF WE WENT TO THE CAMPUSES THAT HAD THE WORST CONDITIONS AND WE ADDRESSED THEM.

SO THE GOOD NEWS IS WE'RE NOT GONNA BE BACK AT HAMILTON, WE'RE NOT GONNA BE BACK AT ROOSEVELT, WE'RE NOT GONNA BE BACK AT VENICE HIGH.

BUT WORST FIRST MEANS YOU'RE KIND OF TAKING ON THE BIGGEST AMOUNT OF WORK.

AND IT WAS VERY COSTLY.

UM, AND WE HAD, I THINK THE LESSON LEARNED THERE WAS IS WE HAD THESE PROJECTS BECAUSE THEY'RE OPERATIONAL AND WE DON'T CLOSE DOWN HIGH SCHOOLS WHEN WE GO TO FIX IT, IS THEY HAD MULTIPLE PHASES.

SO SIX, SEVEN PHASES WHERE YOU PUT IN PORTABLES, YOU PUT THE STUDENTS IN PORTABLES, THEN YOU DEMO A CLASSROOM, THEN YOU BUILD A CLASSROOM AND THEN YOU BUILD A NEW GYM AND THEN YOU TEAR DOWN THE OLD GYM AND THEN YOU MOVE KIDS INTO THE NEW GYM.

AND THERE WAS A LOT OF RISKS THAT OUR CONTRACTORS WERE TAKING AT, AT A VERY VOLATILE TIME IN THE CONSTRUCTION INDUSTRY.

SO WE JUST SAW CONTRACTORS BEING TENTATIVE ABOUT TAKING ON THAT WORK.

UM, BECAUSE THEY HAD TO GUESS ESTIMATE WHAT PRICES OF STEEL WERE GONNA BE IN FIVE OR SIX YEARS AND, YOU KNOW, AFTER COVID OR DURING COVID, THAT WAS ALMOST IMPOSSIBLE TO DO.

SO BOTH FROM THE CONTRACTING C COMMUNITY AND FROM OUR IMPACTS TO SCHOOLS, WE KIND OF DECREASED THE AMOUNT OF SCOPE THAT WE WERE GONNA TAKE ON.

MAJOR MODS ARE LESS COMPREHENSIVE THAN COMPREHENSIVE MODS.

AND YOU'LL PROBABLY SEE IN THIS NEXT ROUND, WE'RE REALLY FOCUSING ON WHAT'S CALLED LIFT SLAB BUILDINGS AND SEISMICALLY VULNERABLE BUILD BUILDINGS.

AND REALLY HAVING ALSO THOSE CONVERSATIONS OF HOW MUCH DO WE WANNA TAKE ON.

OBVIOUSLY THE MORE WE DO AT ONE SCHOOL, THE LESS SCHOOLS WE GO TO, THE LESS WE DO AT A SCHOOL, UM, THE LESS WE DO AT A SCHOOL.

SO IT'S ALWAYS A BALANCE.

UM, THE INITIAL ANTICIPATED COMPLETION WAS Q2 OF 2025.

CONSTRUCTION IS STILL UNDERWAY.

AND JUST FOR THE BENEFIT OF THE REST OF OUR COMMITTEE MEMBERS, THE PROJECT INCLUDES CAMPUS WIDE WORK IMPACTING CLASSROOMS, HALLWAYS, BATHROOMS AT THE PLAYGROUND, A BALL FIELD, A PARKING LOT.

UM, YET THROUGHOUT THE CONSTRUCTION PERIOD, THE CAMPUS COMMUNITY WAS NOT GIVEN INFORMATION ABOUT STATUS OR TIMELINE IN OVER 16 MONTHS.

UM, CARTE HAS A REALLY ENGAGED PTA AND A VOLUNTEER WORKFORCE THAT HELPS MAINTAIN AN OUTDOOR CLASSROOM, A NATIVE GARDEN, FRUIT TREES, AND A CHICKEN COOP.

IT'S A VERY UNIQUE SCHOOL.

UM, ALSO SIGNIFICANT.

THIS BARRIER REMOVAL PROJECT INCLUDED THE REMOVAL OF FOUR MATURE TREES, INCLUDING TWO 20 PLUS YEAR OAK TREES THAT PROVIDED CRITICAL SHADE ON OUR ASPHALT ASPHALT PLAYGROUND.

UM, SO PARENTS AND COMMUNITY HAD BEEN WATCHING THE PROJECT CLOSELY AND ADVOCATED FOR ADDITIONAL GREENING ELEMENTS CONSISTENT WITH USD'S, GREEN SCHOOLYARDS FOR ALL POLICY.

UM, SO THIS LEADS TO MY QUESTION, WHAT IS THE STATUS OF THE HY PROJECT AND WHAT IS FSDS PROTOCOL FOR KEEPING COMMUNITIES INCLUDING PARENTS, UM, INFORMED DURING PERIODS OF CONSTRUCTION CONFLICT? SO I'LL TELL YOU THE, WHAT I KNOW ABOUT KARTHA OFF THE TOP OF MY HEAD, AND THEN WE CAN FOLLOW UP WITH ADDITIONAL DETAILS.

UM, AND I CAN PROVIDE YOU WITH A PRESENTATION THAT I GAVE TO THIS, UH, TO THE BOC PREVIOUSLY WHEN HY WAS UNDER DESIGN AND THERE WERE, UM, ISSUES OR CONCERNS RAISED ABOUT THE TREES.

UM, THE PROJECT AT HY IS AN ACCESSIBILITY PROJECT.

UM, IT IS A TWO STORY HISTORIC CLASSROOM BUILDING.

THERE IS NO ELEVATOR THERE.

UM, AND THE DISTRICT HAD TO FIND A WAY TO, UM, BOTH PROVIDE AN ELEVATOR AS WELL AS TO MAKE BATHROOMS, RAMPS.

UM, AT THIS CAMPUS,

THE LOCATION OF THE ELEVATOR WAS IN AN AREA WHERE THERE WERE TWO TREES.

UM, WE LOOKED AT OTHER AREAS TO PLACE THIS ELEVATOR AND FOR SOILS CONDITION AS WELL AS TO KIND OF PRESERVE THE HISTORICAL KIND OF FRONT FACADE.

WE LOCATED IN THAT AREA.

WE DID REPLACE MORE TREES THAN WE REMOVED.

UM, AND THERE WAS INTENSIVE, UH, COMMUNITY MEETINGS DURING THAT DESIGN PROCESS TO BOTH EXPLORE HOW WE COULD ADD MORE TREES AND ADDRESS THE VERY VALID CONCERN AT THAT SCHOOL SITE OF WHEN WE REMOVE TREES.

IN REGARDS TO THE CURRENT STATUS OF THE PROJECT, I KNOW THAT THERE WERE DELAYS ON THE ELEVATOR SIDE.

UM, WHAT I CHECKED WITH MY TEAM, AND I WASN'T AWARE THAT THERE IS A CONCERN ABOUT NOT GETTING UPDATES, IS THAT THERE IS A NEWSLETTER OR BULLETIN THAT'S SUPPOSED TO GO OUT WITH THE LATEST UPDATE ON THE SCHEDULE.

THEY FOUND THAT THERE WAS A SOILS MITIGATION THAT NEEDED TO OCCUR IN THE AREA THAT THEY EXCAVATED, UM, THE, UH, THE SHAFT FOR THE ELEVATOR, WHICH MEANS I THINK WE HAD TO REPLACE SOME OF THE SOIL AND REMEDIATE THE SOILS.

THAT WAS ONE OF THE DELAYS.

UM, SO WE'LL MAKE SURE THAT THE COMMUNITY'S INFORMED.

I THINK, YOU KNOW, WHETHER IT WAS PARENTS, WE HAVE THE GARDEN WHERE VOLUNTEERS ARE WORKING ON A DAILY BASIS TO KEEP ANIMALS ALIVE AND PLANTS ALIVE.

AND SO UPDATES HAVE BEEN CRITICAL, UM, EVEN IN TALKING TO TEACHERS AT TIME WHERE TEACHERS DIDN'T KNOW WHEN THEIR CLASSROOMS WERE GOING TO BE BROUGHT BACK TO NORMAL BECAUSE OF THE ENTRYWAYS.

AND SO, UM, I THINK INFORMATION, REGULAR INFORMATION TO, TO PARENTS AND THE REST OF THE COMMUNITY MAKES A WORLD OF DIFFERENCE, UM, TO REALLY APPRECIATE THE IMPORTANT WORK THAT'S HAPPENING.

SO WE, UM, ALWAYS LOOK AT ENROLLMENT TRENDS WHEN WE PLAN OUR PROJECTS.

UM, SOME PROJECTS LIKE THE ELEVATOR PROJECT, UM, WE MIGHT NOT BE AS GRANULAR BECAUSE WE KNOW THAT THAT SCHOOL, UM, YOU KNOW, WHETHER THE ENROLLMENT SLIGHTLY DIPS OR NOT, THERE'S STILL A NEED TO PROVIDE ACCESS TO THE STUDENTS ARE THERE.

AND THEN WHEN WE LOOK AT OUR LARGER PROJECTS, LIKE OUR COMPREHENSIVE OR MAJOR MODERNIZATION PROJECTS WHERE WE'RE ACTUALLY TOUCHING THE CAPACITY OF A SCHOOL AND HOW MANY CLASSROOMS ARE THERE, WE ALWAYS PROJECT BOTH WHAT THEIR CURRENT ENROLLMENT IS AND WHAT ITS FORECAST TO BE IN 10 YEARS.

SO WE'RE NOT BUILDING BACK MORE CLASSROOMS THAT ARE NEEDED AND WE'RE NOT USING BOND FUNDS TO BUILD CAPACITY WHERE WE EXPECT THAT THERE WILL BE LESS CAPACITY.

UM, AND THAT'S A, A KIND OF DISCUSSION THAT WE HAVE NOT ONLY

OUR STATE-OF-THE-ART CAMERA SYSTEMS ARE DESIGNED TO PROTECT DISTRICT ASSETS, DETER CRIME, AND ENSURE THE SAFETY OF OUR FACILITIES 24 HOURS, SEVEN DAYS A WEEK FROM PREVENTING BURGLARIES AND ARSON TO DETERRING THEFT AND VANDALISM.

SAFEGUARDING DISTRICT ASSETS AND PROPERTIES, PROPERTIES IS FUNDAMENTAL IN CREATING POSITIVE AND EFFECTIVE LEARNING ENVIRONMENTS.

MANY OF OUR SCHOOLS FACE SIGNIFICANT CHALLENGES DUE TO OUTDATED AND MALFUNCTIONING CAMERA EQUIPMENT OR THE ABSENCE OF CAMERA SYSTEMS ENTIRELY.

OUR GOAL OF THIS PROGRAM IS TO MODERNIZE SAFETY CAMERAS ACROSS 250 2K 12 SITES AND INTEGRATE THEM INTO A SECURE DIGITAL STORAGE, EXCUSE ME, SECURE DIGITAL STORAGE SYSTEM.

UM, THIS WILL ALLOW SCHOOL POLICE OR LAPD, UM, L-A-S-P-D TO UH, VIEW, UH, CAMERA FOOTAGE IF AN INCIDENT ARISES, SCHOOLS WERE SELECTED BASED ON WHAT WE CALL TECHNOLOGY CONDITION INDEX.

THIS IS ALSO REFERRED TO AS TCI INCLUDED IN TCI IS THE AGE OF THE EQUIPMENT, THE NUMBER OF SERVICE TICKETS OR SERVICE CALLS, ISTAR DATA SUCH AS BURGLARY AND VANDALISM INCIDENTS, C SCORES, AND THE SCHOOL EXPERIENCE SURVEY.

THE SCHEDULE, THE, THE SCHEDULE IS ESTIMATED TO COMPLETE BY DECEMBER OF 2028 WITH ALL 252 SCHOOLS.

AND WE'RE UTILIZING BOND FUNDS THE TUNE

OF $87.4 MILLION.

WE DO HAVE AI COMPONENTS THAT ALLOW US TO, UM, MONITOR PERIMETERS OF THE CAMPUS AND TRIGGER A NOTIFICATION TO SCHOOL POLICE IF SOMEBODY, SORRY, IF SOMEBODY ACTUALLY ENTERS THE CAMPUS.

THERE ARE OTHER, OTHER TECHNOLOGIES THAT WE USE BUT USUALLY DON'T TURN THEM ON.

THERE'S ALSO ISTAR DATA, SO IF THERE'S BURGLARY OR VANDALISMS, THOSE, THOSE ITEMS ARE ALSO, THOSE SCHOOLS ARE ALSO PRIORITIZED.

AND THEN THE C SCORE AND THEN THE SCHOOL EXPERIENCE SURVEY THAT GOES OUT TO SCHOOLS.

SO THAT'S HOW WE SELECT 'EM AND WE RANK ALL THOSE ELEMENTS AND DETERMINE WHAT SCHOOLS GET CAMERAS BASED ON THE FUNDING THAT WE, THAT'S AVAILABLE.
