I'M TANYA ORTIZ.

UM, AND EXCITED TO KICK OFF OUR LAST COMMITTEE MEETING OF THE YEAR.

THANKS FOR YOUR FLEXIBILITY, EVERYONE.

WE HAD TO PUSH THIS BACK FROM A COUPLE WEEKS AGO.

I HAD SOME PERSONAL FAMILY HEALTH CONCERNS, AND NOW WE HAVE A LOT OF OUR COMMITTEE MEMBERS WHO HAVE HAD GRADUATIONS OR VARIOUS MEETINGS.

AND SO WE ARE A LITTLE LEANER TODAY, BUT WE ARE STILL MIGHTY.

UM, SO I WANNA THANK THE FOLKS WHO ARE ABLE TO JOIN TODAY AND MAYBE WE'LL JUST DO QUICK INTROS OF, OF WHO'S HERE.

'CAUSE WE'VE GOT AT LEAST ONE, UH, FILL IN, BUT AN AMAZING FILL IN.

UM, AND OUR COMMUNITY PARTNERS ARE ALL OFF, BUT SOME WERE COMMUNICATING VIA EMAIL ON ONE OF OUR EXCITING AGENDA ITEMS, WHICH WILL CLOSE US OUT AND WILL ALSO OPEN US UP.

WE ARE GONNA SPEND SOME TIME TODAY LOOKING AT RECOMMENDATIONS AND FOLLOW UPS FROM LAST YEAR, 2324.

UM, AND THEN WE'LL CLOSE TODAY LOOKING AT SOME 24 25.

RECOMMEND I'M, NOPE, WRONG YEARS, 24, 25 RECOMMENDATIONS FROM LAST YEAR, AND THEN THE ONES GOING FORWARD FOR NEXT YEAR.

IT'LL ALL MAKE SENSE WHEN WE GET INTO IT.

UM, AND THEN OF COURSE, WE'RE GONNA HEAR FROM TWO SCHOOLS TODAY, WHICH I'M REALLY EXCITED TO HEAR FROM MIDDLE SCHOOLS, WHICH IS WHERE A LOT OF THE SCHOOL CLIMATE AND, UH, CULTURE OPPORTUNITIES ARISE.

I WILL SAY, UM, THIS COMMITTEE MEETS TO LOOK AT DATA TO RECOMMEND POLICIES, UM, AND TO OFFER SOME SUGGESTIONS TO IMPROVE PRACTICE ACROSS THE DISTRICT.

UM, WE'VE LOOKED AT PEDESTRIAN SAFETY AND SAFE PASSAGES.

WE'VE LOOKED AT DRUG PREVENTION AND, UM, TAKEN A DEEP DIVE INTO VIOLENT INCIDENTS ON AND AROUND CAMPUS, AS WELL AS LOOKED AT SCHOOL, UH, EXPERIENCE SURVEY DATA AROUND FEELINGS OF, UH, SAFETYNESS ON AND AROUND CAMPUS.

AND THAT'S ACTUALLY HOW WE CHOSE OUR SCHOOLS THAT WE'RE GONNA HEAR FROM TODAY IS SOME OF THAT DATA.

SO WE'RE GONNA START WITH SOME

[II.1. School Operations – Follow-up on Previous Meeting Discussions]

RECOMMENDATIONS AND FOLLOW UPS FROM LAST YEAR.

I'M GONNA INVITE THE DISTRICT OPERATIONS TEAM TO COME DOWN AND GET US GOING AT THE END OF LAST YEAR.

WE SHARED WITH THE TEAM SOME RECS AFTER MEETING FOR SEVERAL SESSIONS.

UM, AND THE TEAM HAS MADE A LOT OF PROGRESS, SO WE WANTED TO MAKE SOME SPACE TO SHARE WHERE WE CAN FIND THAT PROGRESS.

UM, AND, AND JUST GIVE AN UPDATE ON WHERE WE ARE FROM LAST YEAR, AND THEN ALSO A LITTLE BIT OF THE FOLLOW UPS, UH, FOR THIS YEAR SO FAR.

UM, AND THEN WE'LL TURN INTO OUR TWO SCHOOL PRESENTATIONS.

ONE SERIES OF RECOMMENDATIONS CAME FROM THE SERIES OF MEETINGS THAT THIS SAME COMMITTEE HAD IN THE 2324 SCHOOL YEAR.

AND I'LL PROVIDE UPDATES AS TO WHERE WE ARE WITH EACH OF THOSE.

AND THEN THE SECOND BATCH OF RECOMMENDATIONS ARE THOSE THAT HAVE COME FORWARD THROUGH THE COURSE OF OUR FIVE MEETINGS, INCLUDING TODAY, THIS YEAR.

AND SO, AGAIN, I'LL PROVIDE THAT STATUS UPDATE ON WHERE WE'RE AT, POTENTIAL NEXT STEPS, AND SO ON.

OKAY.

AGAIN, JUST TO LEVEL SET, AND AGAIN, I THINK FOR THE FOLKS THAT ARE JOINING US, THIS IS PROBABLY NOT NEW INFORMATION.

THIS IS THE CHARGE OF THE SCHOOL SAFETY AND CLIMATE, UH, SCHOOL SAFETY AND CLIMATE COMMITTEE.

WE HAVE THE SCHOOL CULTURE, CLIMATE AND SAFETY TASK FORCE YESTERDAY.

SO WE HAVE A NUMBER OF BODIES THAT REVOLVE AROUND SAFETY.

AS YOU CAN SEE, UH, THEY HAVE, THIS COMMITTEE HAS MET FIVE TIMES THIS YEAR, AND WE'VE LOOKED AT A NUMBER OF TOPICS, SAFETY ASSESSMENTS, COMMUNITY STRATEGIES, AND IN FACT, THAT THAT GOES RIGHT INTO WHAT I'LL BE COVERING STUDENT WELLNESS AND SCHOOL CLIMATE IMPROVEMENTS.

AND AGAIN, I'M REALLY JUST GOING TO WALK US THROUGH SORT OF ONE BY ONE WITH EACH RECOMMENDATION.

I'LL TRY NOT TO BELABOR EACH ONE.

WE CAN ALL READ THEM.

UM, BUT AGAIN, I WANT TO HIT ON A, A FEW KEY POINTS.

ONE OF THEM IS REALLY, AND THIS IS A CRITICAL ONE, THIS IS A FOUNDATIONAL PIECE, IS CLARIFYING AND EXPANDING THE DEFINITION OF COMMUNITY-BASED SAFETY.

WHEN WE WENT OUT LAST YEAR AND WE DID THE WORK AROUND THE RESOLUTION THAT HAD TO DO WITH COMMUNITY-BASED SAFETY, AND WE ENGAGED WITH STAKEHOLDERS, WE HEARD A NUMBER OF DEFINITIONS OF WHAT IT MEANS, RIGHT? EVERYTHING FROM ARE THESE CBOS, COMMUNITY-BASED ORGANIZATIONS THAT ARE TAKING ON A RESPONSIBILITY FOR SAFETY, IS THE COMMUNITY IN QUESTION, THE ACTUAL SCHOOL COMMUNITY, AND SO ON.

AND SO, PART OF OUR WORK, AGAIN, WAS MAKING SURE THAT WE HAD A DEFINED DEFINITION, IF YOU WILL, OF COMMUNITY-BASED SAFETY.

AND AS YOU CAN SEE IN TERMS OF WHAT IT INCLUDES, IT INCLUDES PEACE BUILDING, TRAUMA PREVENTION, MENTORING, YES, CASE MANAGEMENT, FAMILY SUPPORT, SUMMER PROGRAMMING AS APPROPRIATE AND AS NECESSARY, PEER MEDIATION, AND OF COURSE, CRISIS RESPONSE.

AND AGAIN, AS PART OF THAT WORK AND ENSURING THAT WE'RE ALL ON THE SAME PAGE,

WE WORK CLOSELY WITH OUR COMMUNITY BASED REPRESENTATIVES, UH, AND OUR VENDORS WHO PROVIDE SUPPORTS IN THIS AREA TO MAKE SURE WE'RE ALL ON THE SAME PAGE.

, ONE OF THE MOST RELEVANT PIECES THAT HAS COME OUTTA THIS WORK IS ENSURING THAT OUR COMMUNITY IS AWARE OF THE DATA THAT ALREADY EXISTS AROUND SAFETY, RIGHT? WHAT ARE THE METRICS THAT WE CAN LOOK AT? EVERYTHING FROM SUSPENSION RATES FOR OUR SCHOOLS TO, IN SOME CASES, WE HAVE GIVEN SUNSHINE TO ISTAR DATA AS APPROPRIATE AS PART OF THESE COMMITTEE MEETINGS.

SO, AGAIN, AS REFERENCED IN THE SLIDE, WE HAVE HAD A NUMBER OF PRESENTATIONS BOTH AT THIS SUBCOMMITTEE AND ALSO AT THE BOARD WRIT LARGE WHEN IT COMES TO SAFETY.

UH, IN FACT, I ANTICIPATE THAT WE'RE GOING TO HAVE A, ANOTHER PRESENTATION PROBABLY IN THE NEXT TWO OR THREE WEEKS, UH, AT THE BOARD WITH A COMPREHENSIVE SAFETY SUMMARY, UH, FOR THE SCHOOL YEAR.

THAT'S ABOUT TO CONCLUDE.

AND OF COURSE, AS ALWAYS, WE ALWAYS WANNA HIGHLIGHT THAT OPEN DATA STILL PROVIDES OUR FOLKS ON DEMAND DATA, PARTICULARLY AROUND SAFETY.

SO ONE OF THE OTHER CHARGES WAS AROUND THE COMMUNITY-BASED SAFETY PILOT, CBSP.

THIS PRIMARILY LIVED OR LIVES UNDER BSAP FOR THE MOST PART IN TERMS OF THE FUNDING ELEMENT.

BUT AGAIN, IT'S ENSURING THAT IF IT IS A PILOT IN NAME, THAT WE ARE ACTUALLY ASSESSING THE WORK, ENSURING THAT THERE IS QUALITY AND SUPPORT TO SCHOOLS BEING PROVIDED.

AND WE THEN PIVOT ACCORDINGLY.

SO WE, AS DSO DIVISION OF SCHOOL OPERATIONS CONDUCT A NUMBER OF ONGOING ASSESSMENTS OR PROGRAM IMPACT.

WE LOOK AT A NUMBER OF FACTORS.

WE DO EVERYTHING FROM THE SORT OF, UH, HUMAN SIDE OF THINGS, MEANING SURVEYS OF ADMINISTRATORS, TALKING TO FOLKS ABOUT WHAT THEY SEE, TALKING TO OUR VENDORS AS FAR AS THEIR EXPERIENCE AS THE SERVICE PROVIDERS.

WE ALSO LOOK AT MORE SORT OF BLACK AND WHITE DATA IN TERMS OF ISTAR.

WE LOOK AT SAFE PASSAGE INCIDENTS IN SCHOOLS, CALLS FOR SERVICE FROM SCHOOL POLICE, BECAUSE THERE'S A SUPPOSITION THAT IF YOU HAVE THE COMMUNITY-BASED SAFETY PROGRAM IN PLACE, ONE WOULD ANTICIPATE SEEING IN MANY CASES, FEWER CALLS FOR SERVICE FOR SAFE PASSAGE INCIDENTS BECAUSE THE VENDOR IS ABLE TO INTERVENE.

UH, THIS IS AN AREA OF SUCCESS THAT I REALLY WANT TO HIGHLIGHT.

AS I MENTIONED EARLIER, THE FUNDING FOR CBSP LIVES UNDER BSAP.

THERE'S A BUDGET OF ABOUT 14 SOME ODD MILL THAT'S CALLED OUT AS PART OF THE BSAP PLAN, UH, FOR THESE PROGRAMS. LAST YEAR, SUPERINTENDENT, UH, GAVE US THE AUTHORITY TO TAKE UNSPENT SCHOOL POLICE DOLLARS FROM THE 2324 SCHOOL YEAR AND USE THOSE TO PROVIDE SAFE PASSAGE FOR NON BSAP GROUP ONE AND GROUP TWO SCHOOLS.

I'M HAPPY TO REPORT THAT WE'VE BEEN ABLE TO DO EXACTLY THAT.

THIS SCHOOL YEAR, WE PROVIDED SERVICE TO ABOUT A DOZEN DIFFERENT SCHOOLS.

IN LOOKING AT THAT FUNDING, WHICH DOES INDEED ROLL OVER, WE HAVE AT LEAST ENOUGH FUNDING IN PLACE TO CARRY THAT OUT FOR AT LEAST ONE MORE YEAR.

ALONG THE SAME LINES, WE'VE ALSO BROUGHT BACK TO LIFE OUR MOU WITH GRID.

GRID IS THROUGH THE CITY OF LA.

IT'S A CRITICAL PROVIDER.

NOW, IT'S BECOME SORT OF OUR STANDARD PLAYBOOK.

WHEN WE HAVE INCIDENTS OF VIOLENCE IN THE COMMUNITY THAT WE BELIEVE MAY HAVE A NEXUS TO GANG ACTIVITY, WE IMMEDIATELY CALL GRID.

AND THEY SEND THE AGENCY THAT IS MOST RELEVANT TO THAT COMMUNITY TO WORK WITH THE SCHOOL, AND TO WORK WITH, UH, THE STAKEHOLDERS.

SIMILARLY, WE'RE IN THE PROCESS OF FINALIZING AN MOU WITH THE OFFICE OF VIOLENCE PREVENTION.

THAT'S OUT OF THE COUNTY THAT WILL HELP US WITH OUR SCHOOLS THAT ARE IN UNINCORPORATED AREAS OR OUTSIDE OF CITY OF LA.

UH, ONE EXAMPLE THAT COMES TO MIND, OF COURSE, IS WASHINGTON PREP.

OVP WILL BE ABLE TO HELP US OUT IN THAT AREA.

THIS, AGAIN, IS REALLY ABOUT THE POSITIONS THAT ALREADY EXIST THAT SPEAK TO THE CLIMATE AND THE SAFETY ON OUR CAMPUS.

EVERYTHING FROM SCHOOL CLIMATE ADVOCATES AND SYSTEMS OF SUPPORT ADVISORS.

AND FOR THE MOST PART, WHAT YOU'LL SEE IN THE RIGHT COLUMN IS ABOUT TRAINING AND SUPPORT.

YOU'RE NOT NECESSARILY GOING TO SEE A CALL OUT FOR AN AUGMENTATION OF POSITIONS, BUT IT'S MORE ABOUT THE ONGOING TRAININGS.

AS RECENTLY AS TODAY, WE HAD OUR MONTHLY TRAINING FOR SCHOOL CLIMATE ADVOCATES.

WE ARE CONSTANTLY WORKING WITH OUR SCAS.

WE ALSO PROVIDE TRAINING FOR OUR CAMPUS AIDES.

OUR SOSA ARE AN INTEGRAL PART OF THIS WORK.

UH, I DON'T WANNA USE TOO MANY ACRONYMS. THE SYSTEMS OF SUPPORT ADVISORS, THOSE ARE OUR KEY PLAYERS IN TERMS OF THE POSITIVE BEHAVIOR AND INTERVENTION SUPPORT WORK.

THEY WORK UNDER MS. LAURA ZEFF, WHO I THINK MANY OF US KNOW AND ADMIRE.

AND THEY GO OUT TO OUR SCHOOLS AND THEY WORK WITH OUR SCHOOLS IN IMPLEMENTATION OF PBIS.

SO NOW I WANT TO CALL OUT THAT I'M GOING TO MAKE THE PIVOT FROM 2324 RECOMMENDATIONS TO THE ONES THAT WERE RAISED DURING THE SERIES OF MEETINGS THAT WE HAD THIS YEAR.

SO THAT WOULD BE THE FOUR PRIOR MEETINGS TO TODAY, ALTHOUGH YOU'LL SEE SOME OVERLAP, CERTAINLY.

UH, AND, AND AGAIN, IN, IN, IN NO PARTICULAR ORDER OF IMPORTANCE, THESE ARE THE ONES THAT WERE RAISED.

ONE THAT CAME UP AS ONE OF OUR COMMITTEE MEETINGS WAS AROUND GRAFFITI.

WE ALL KNOW THAT WHEN YOU DRIVE UP TO A SCHOOL, THERE'S A LOT TO BE SAID FOR CURB APPEAL, EVEN IN THE SENSE OF SAFETY, RIGHT? WE CORRECTLY OR INCORRECTLY MAY DRAW CONCLUSIONS ABOUT THE ENVIRONMENT ON A CAMPUS BASED ON HOW THAT CAMPUS LOOKS.

SO WE WANNA MAKE SURE THAT OUR

CAMPUSES, WHEN THERE IS GRAFFITI, OUR SERVICE AS QUICKLY AS POSSIBLE.

I CAN SPEAK FROM PERSONAL EXPERIENCE THAT FSD, THAT'S OUR FACILITY SERVICE DIVISION, WHEN THEY GET THE CALL OUT, THAT THERE'S BEEN GRAFFITI AT A SCHOOL, THEY RESPOND WITHIN A DAY OR TWO MAX.

LOOKING AT OUR PROGRAMS IN TERMS OF EXPANDING TRANSLATION OF KEY DISTRICT PLATFORMS AND PROGRAMS, THIS I WANT TO CALL OUT, IS VERY MUCH IN PROGRESS.

UH, OUR COMMUNICATIONS TEAM AND IT ARE LOOKING AT HOW WE FURTHER, UH, EXPAND THE NUMBER OF LANGUAGES THAT WE HAVE OUR COMMUNICATIONS AVAILABLE IN.

AS YOU CAN IMAGINE, CERTAINLY WE HAVE IT IN SPANISH.

UH, WE HAVE A FEW OTHER KEY LANGUAGES, KOREAN, ARMENIAN, WHERE WE DO HAVE RESOURCES ALREADY.

BUT ACKNOWLEDGING THAT IN A DISTRICT AS DIVERSE AS L-A-U-S-D, WE WANT TO MAKE SURE WE HAVE, UH, EVEN MORE OPPORTUNITIES.

TRANSPORTATION.

THIS IS A VERY TRICKY ONE BECAUSE IF YOU LOOK AT THE ASK ON THE LEFT, THE WAY THAT I'M INTERPRETING IT IS ALMOST INTERMITTENT TRANSPORTATION, UH, SERVICES THAT IS VERY, VERY HARD TO MANAGE.

WE DO HAVE, AS A DISTRICT, TRANSPORTATION FOR ALL TFA.

AGAIN, WE LOVE OUR ACRONYMS. WE'RE ACTUALLY IN THE WINDOW RIGHT NOW FOR ANY OF US THAT ARE DISTRICT PARENTS.

WE HAVE IT AT A NUMBER OF SCHOOLS.

IT IS IN YEAR TWO OF IMPLEMENTATION.

BUT AGAIN, THEY WOULD BE BEST POSITIONED TO PROVIDE US WITH MORE INFORMATION.

UH, AS YOU CAN SEE, AND WE HAVE THIS, UH, DECK AVAILABLE FOR FOLKS.

UM, AT THE BEGINNING OF THE YEAR, SHE DID A SUPERVISION AREA, YOU KNOW, MAPPED OUT WHERE THEY SHOULD BE AT THE DIFFERENT TIMES BEFORE SCHOOL, DURING SCHOOL, AFTER SCHOOL, UM, YOU KNOW, AT DIFFERENT TIMES.

WE DO HAVE TO MAKE SOME CHANGES THOUGH.

UM, ONE OF THE THINGS, UM, WE, WE ACTUALLY, SOME OF OUR, OUR TEACHER ASSISTANTS ACTUALLY HELPING US AT LUNCH 'CAUSE IT'S SORT OF A LARGER AREA.

SO WE SAID, YOU KNOW WHAT? WE NEED TO ADD A LITTLE BIT MORE SUPERVISION.

SO WE'LL MAKE CHANGES THROUGHOUT, BUT SHE DOES, YEAH, SHE'LL MAP IT OUT FOR THEM AND SEND A REVISED.

UM, THIS IS WHERE OUR SUPERVISION STAFF SHOULD BE DURING THE DAY.

AND FOR YOUR RESTROOM SUPERVISION, WHAT PLAN DO YOU USE FOR RESTROOM SUPERVISION? THE RESTROOMS ARE NOT OPEN UNLESS SOMEBODY IS, UH, THERE, UNLESS SOMEBODY IS IN FRONT.

WE ACTUALLY, UM, PUT ONE SUPERVISION, UM, AIDE, UM, IN FRONT OF THE RESTROOM AT ALL TIMES.

WE DON'T LEAVE THEM OPEN THE FIRST 10 MINUTES OF CLASS OR THE LAST 10 MINUTES OF CLASS, OR AS WE'RE MOVING STUDENTS TO CLASS, SOMEONE IS THERE DURING THE PASSING PERIOD, THEN WE SHUT THEM, MAKE SURE, UH, STUDENTS ARE IN CLASS.

UM, SOMETIMES WHEN, UH, MAYBE TWO AIDES WILL CALL OUT SICK AND EVERYONE GETS AT THE SICK AT THE SAME TIME.

UM, I'VE BEEN KNOWN TO MONITOR THE RESTROOMS MYSELF DURING A PERIOD.

UH, MY ASSISTANT PRINCIPAL, MY OFFICE TECHNICIAN, UM, THOSE RESTROOMS ARE NOT, UM, OPEN WITHOUT SOMEBODY THERE.

AND LUCKILY BECAUSE WE'RE A SMALL SCHOOL ON OUR MAIN FLOOR, WE JUST HAVE THE ONE RESTROOM, SO IT'S A LOT EASIER FOR US.

ANY SHARED RESTROOM, LIKE DURING LUNCH? UM, BOTH RESTROOMS ARE MONITORED CONSTANTLY.

THAT'S THE BENEFIT OF THE SMALL SCHOOL, RIGHT? WE CAN REALLY MONITOR THOSE RESTROOMS. YES, THAT IS DEFINITELY A, A A PLUS .

AND SO THE, THE, THE FEMALE AND MALE OR ONE RESTROOM IS RIGHT NEXT TO EACH OTHER.

I, I REALLY LOVED ALL MY COLLEAGUES AT CONTRERAS.

UM, WHEN I DID COME HERE, I, I KIND OF HAD HEARD THAT THE SCHOOLS DIDN'T COLLABORATE VERY MUCH.

PEOPLE WALK AROUND WITH LITTLE CANDY PACKETS AND KIDS COME TO US AND THEY SAY, HEY, WHAT'S THE MENTAL MATH PROBLEM FOR THE DAY? WE ARE GOING TO SOLVE IT AND WE CAN EARN A LITTLE CANDY.

AND THIS GIVES THEM, UH, REASON TO TALK TO US, INTERACT WITH US, AND, UH, YOU KNOW, ALL THOSE BARRIERS WHERE MIDDLE SCHOOL FEEL AWKWARD, UH, WITH ADULTS, UH, THAT KIND OF TAKE CARE OF IT.

BUT THESE ARE THE ELECTIVES THAT ARE OPEN TO ALL OUR STUDENTS.

UM, SO, UM, THAT GIVES THEM ANOTHER REASON TO, YOU KNOW, FULLY ENGAGE ON CAMPUS.

AND KIDS ARE ALL, UM, HANDS-ON ACTIVITIES, DOING THINGS AND NOT, UM, FOOLING AROUND OR GETTING INTO TROUBLE.

SO, UM, THEY GET COLLEGE AND CAREER READINESS.

UM, SO IF OUR KIDS ARE DANCING AND SINGING IN FRONT, AND THEN THERE ARE MY STAGE CREW KIDS WHO ARE, UM, YOU KNOW, TAKING CARE OF SOUND AND LIGHTS AND, UH, OTHER KIDS ARE FILMING THE SHOW AND SELLING THE DVDS.

AND SO, UM, ALL THAT, THAT JUST TAKES AWAY FROM NEGATIVITY TO POSITIVITY AND KIDS ENJOY OUR SCHOOL.

UM, AND ONE OF THE THINGS I DO AS DEAN IS, UH, I HAVE A CALL, A CLUB CALLED, UM, STAY OUTTA THE DEAN'S OFFICE CLUB WHERE I SELECT EIGHT TO 12 OR 15 KIDS, YOU KNOW, STUDENTS THAT, YOU KNOW, HAD A TOUGH ROUGH TIME IN SEVENTH GRADE.

SO I BRING HIM IN ALONG WITH MY SCHOOL CLIMATE ADVOCATE.

UM, AND YOU KNOW, ANOTHER STAFF THAT HELPS US A LOT, YOU KNOW, HE KEEPS THE KIDS BUSY DURING, UH, LUNCH WITH ALL THOSE SPORTS ACTIVITIES.

SO KEEPING THE KIDS BUSY DURING BREAK AND LUNCH IS AMAZING, ESPECIALLY LUNCH THAT KEEPS 'EM OUT OF TROUBLE.

AND AGAIN, FULLY STAFFED SCHOOL.

UH, BUT AS, AS STATE AS, UH, MY CLUB STAY OUTTA THE DEAN'S OFFICE CLUB, YOU KNOW, WE BRING THEM IN, WE MOTIVATE THEM IN THE BEGINNING OF THE YEAR TO FOLLOW THE SCHOOL RULES.

WE WERE AT 85% THIS YEAR.

I DON'T KNOW WHAT'S THE L-A-U-S-D MIDDLE SCHOOL AVERAGES, BUT WE WERE AT 91%.

SO WE TALK TO OUR PARENTS NONSTOP.

AND AGAIN, FROM PERSON WHO STANDS AT THE FRONT GATE, UH, OFFICE TEXTS, EVERYONE, EVERYONE WE GET TOGETHER AND, UH, WE TAP ON WHAT'S THEIR TALENT IS TO REACH OUT TO OUR PARENTS.

LIKE, UH, THE KIDS ARE, WE ARE NEXT TO FIVE FREEWAY AND IT WAS HOT, AND THEN WE HAD MORE BLACKTOP.

SO, UH, WE CLEARED A LOT OF BLACKTOP AND PLANTED UP MORE THAN A HUNDRED TREES ON CAMPUS.

SO THAT WAS HAPPENING.

AND WE WERE ALSO IDENTIFIED BY STRATEGIC DATA AND EVALUATION BRANCH AS OUTLIER SCHOOL.

THIS YEAR, UH, TWO YEARS IN ROW, WE ARE TOP L-A-U-S-D, MIDDLE SCHOOL READING CHAMPIONS.

SO A LOT OF GOOD THINGS ARE HAPPENING AND I THINK IT IS A RESULT OF, UM, EVERYTHING THAT DISTRICT AND WE'RE DOING TOGETHER.

SO, UM, EARLIER I WAS TALKING, UH, MR. TAYLOR WAS TALKING ABOUT GRADE PROGRAM.

YEAH.

WE HAVE GRADE PROGRAM ON OUR CAMPUS AND IT HELPS US A LOT.

THE SOCIAL SEL UM, PROGRAM, SECOND STEP, THAT'S HELPING US.

SO ALL THESE THINGS LIKE ARE COMING TOGETHER WHERE WE ARE GETTING BETTER AT WHAT WE ARE DOING WITH THE SUPPORT WE ARE GETTING FROM EVERYONE.

SO, UM, KUDOS FOR, FOR ALL OF THE GREAT DATA, BUT PARTICULARLY AROUND THE, THE CLIMATE AND CULTURE THAT WE'RE CELEBRATING TODAY.

THE L-A-U-S-D HAS THE HIGHEST NUMBER OF CHARTER SCHOOLS IN THE NATION.

UNFORTUNATELY, IT OFTEN SEEMS THESE SCHOOLS ARE APPROVED WITHOUT A CLEAR PLAN FOR HOW A DISTRICT WILL PROVIDE MEANINGFUL OVERSIGHT.

THIS LACK OF ACCOUNTABILITY PUTS STUDENTS AT RISK AND UNDERMINES THE PRINCIPLE OF PUTTING KIDS FIRST.

A TROUBLING EXAMPLE OF THIS FAILURE OCCURRED DURING THE CHARTER RENEWAL PROCESS FOR CRE ACADEMY.

DURING THAT HEARING, THE SCHOOL'S CO-FOUNDER DR.

HATTIE MITCHELL, PROUDLY RECOUNTED AN INCIDENT IN WHICH SHE CHOSE NOT TO NOTIFY DEPARTMENT OF CHILDREN FAMILY SERVICES DCFS.

AFTER OBSERVING CHILDREN LIVING IN CONDITIONS, SHE DESCRIBED AS CLEARLY UNSAFE.

THIS APPEARS TO BE A DIRECT VIOLATION OF CALIFORNIA'S MANDATORY REPORTING LAWS.

LAWS DESIGNED TO PROTECT THE VERY STUDENTS WE ARE ALL HERE TO SERVE.

RATHER THAN INVOLVING TRAINED PROFESSIONALS, DR. MITCHELL CLAIMED THAT HER SCHOOL COULD HANDLE THE SITUATION INTERNALLY.

YET ACCORDING TO THE SCHOOL'S OWN SARC REPORT, CRETE ACADEMY EMPLOYS NEITHER A PSYCHOLOGIST NOR A SOCIAL WORKER.

THAT'S A SERIOUS GAP FOR ANY SCHOOL, BUT ESPECIALLY ONE THAT REPORTS 21.1% OF THE STUDENTS ARE UNHOUSED.

HOW CAN A SCHOOL CLAIM TO SUPPORT VULNERABLE STUDENTS WITHOUT THE PROFESSIONAL RESOURCES REQUIRED TO DO SO SAFELY? EVEN MORE ALARMING IS THAT THIS INCIDENT WAS NOT INCLUDED IN THE CHARTER SCHOOL DIVISION'S.

OFFICIAL RECOMMENDATION TO DENY CREATES RENEWAL.

THOUGH THE BOARD ULTIMATELY VOTED SIX TO ONE TO DENY THE RENEWAL, THIS CRITICAL INFORMATION WAS ABSENT FROM THE PUBLIC RECORD.

WHEN LACO CONSIDERED THE SCHOOL'S APPEAL, GIVEN THAT THEIR ROLE TO DENY APPEAL WAS CLOSE, THIS OMISSION MAY HAVE AFFECTED THE OUTCOME.

NOW THAT LACO HAS RETURNED THE CHARTER TO YOU FOR RECONSIDERATION, THE STAKES COULD NOT BE HIGHER.

IF L-A-U-S-D IS SERIOUS ABOUT PROTECTING STUDENT SAFETY AND HOLDING CHARTER SCHOOLS TO THE SAME STANDARDS AS PUBLIC SCHOOLS, THEN YOU MUST MAKE SURE THAT THIS FAILURE TO PROTECT VULNERABLE STUDENTS IS MADE PART OF THE RECORD FOR DENIAL.

ANYTHING LESS SENDS A DANGEROUS MESSAGE THAT SOME SCHOOLS ARE ABOVE ACCOUNTABILITY, EVEN WHEN CHILDREN'S WELLBEING IS AT STAKE.

WE REMEMBER BEING SHUT OUT WHEN OUR PARENTS WERE ASKING QUESTIONS, BUT WERE TREATED LIKE THREATS WHEN OUR VOICES WERE DIS DISMISSED AND OUR CHILDREN WERE SILENCED OR SUSPENDED FOR LESS.

BUT WE ALSO REMEMBER ORGANIZING, WE WATCHED ANTI-BLACKNESS GO UNCHECKED FOR DECADES.

AND WHITE SUPREMACY SHAPED WHO WAS PROTECTED AND WHO WAS PUNISHED.

WE NAMED THE SCHOOL TO PRISON PIPELINE EVEN BEFORE THEY ADMITTED IT EXISTED.

WE CALLED FOR LITERACY AS A AS AS A HUMAN RIGHT.

BUT, UH, IN MY TIME WORKING WITH CADRE, I'VE ALSO LEARNED ABOUT DIFFERENT POLICIES SUCH AS PBIS, HOW IT WAS PASSED.

AND EVEN DURING THE YEARS WHEN I WAS IN MIDDLE SCHOOL OR HIGH SCHOOL, I DID NOT SEE PBIS BEING IMPLEMENTED IN MY SCHOOL.

AND THAT HAS NOT CHANGED THROUGHOUT THESE YEARS.

HOWEVER, I DO WANNA UPLIFT THAT THIS COMMITTEE MEETINGS HAVE BEEN VERY EYE-OPENING AND HAVE GIVEN THE COMMUNITY THE OPPORTUNITY TO UNDERSTAND HOW PBIS IS BEING IMPLEMENTED ACROSS AT USD.

SUCH AS WE HEARD TODAY IN THE PREVIOUS MEETING, WE HAVE HEARD FROM VARIOUS SCHOOLS JOIN AND PRESENTING ON HOW PBIS IMPLEMENTATION HAS IMPROVED THEIR SCHOOL CLIMATE DRAMATICALLY.

NOT ONLY FOR THEIR STUDENTS, BUT ALSO FOR THE STAFF, THE FAMILY AND THE COMMUNITY.

AND I HAVE HOPE THAT THIS TOO BECOMES A REALITY IN OUR NEIGHBORHOOD IN SOUTH LOS ANGELES, A HISTORICALLY BLACK COMMUNITY.

AND I BELIEVE THAT IT IS THE IMPLICIT BIAS AND THE ANTI-BLACKNESS THAT IS ROOTED IN OUR SOCIETY THAT HAS MADE IT VERY HARD FOR STUDENTS IN OUR COMMUNITY TO BE HUMANIZED AND TREATED WITH DIGNITY.

WE TOO IN SOUTH LA, WANNA DISCIPLINE WITH DIGNITY.

WE TOO WANNA A FULLY STAFFED SCHOOL, WHICH ARE SOME OF THE KEY WORDS THAT WERE USED IN TODAY'S MEETINGS.

WE ALSO WANT, WE ALSO WANT A FULLY STAFFED SCHOOL THAT KNOWS THAT UNDERSTANDS THAT VALUES AND IMPLEMENTS PBIS.

MANY OF OUR PARENTS HAVE SHARED HOW WHEN THEY GO TO THEIR SCHOOLS, IT'S A COMBINATION OF PEOPLE RUNNING AROUND THE SCHOOL TRYING TO FIGURE OUT WHO KNOWS ABOUT THESE PBIS MEETINGS.

ONLY TO BE TOLD THREE WEEKS LATER, IF NOT AT THE END OF THE YEAR, THAT THEY HAVE BEEN HAVING PBIS MEETINGS, BUT THAT THEY'RE NOT INCLUDING PARENTS OR THAT IT'S ONLY OPEN TO A FEW PARENTS.

THAT IS NOT HOW PBIS SHOULD BE DONE BECAUSE IF IT IS PROPERLY IMPLEMENTED, PROPERLY VALUED, THEN WE WOULD BE ABLE TO MOVE AWAY FROM.
